Armizan: RM1m IP fund could help 50 Malaysian SMEs and start-ups access financing

KUALA LUMPUR, Oct 7 — At least 50 small and medium enterprises (SMEs) and start-ups are expected to benefit from the RM1 million Intellectual Property (IP) Valuation Financing Fund spearheaded by the Intellectual Property Corporation of Malaysia (MyIPO).

Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said the pilot fund would help cover the cost of professional IP valuation services, allowing entrepreneurs to have their intangible assets recognised in the banking sector’s formal valuation system.

He said the initiative would particularly benefit technology-based SMEs with valuable IP assets but limited access to financing due to a lack of traditional collateral such as land or buildings.

“The initial cost of IP valuation can be quite high. So, we are providing assistance through this financing fund, which will be spearheaded by MyIPO,” he told reporters after officiating the closing ceremony of the National Intellectual Property Conference and Exhibition (IP CONFEX) 2026 at the World Trade Centre (WTC) Kuala Lumpur here today.

Armizan said the government had earlier launched a RM10 million pilot IP-based financing project in collaboration with Malaysian Industrial Development Finance Berhad (MIDF) and the World Intellectual Property Organisation (WIPO).

“Active participation by commercial banks in adopting this new financial instrument is critical to creating opportunities for more local entrepreneurs. The RM10 million pilot project allows IP to be pledged directly as collateral, providing faster access to financing,” he said.

“To build confidence among financial institutions, the Ministry of Domestic Trade and Cost of Living (KPDN) and MyIPO also launched Malaysia’s first IP Valuation Module to train and produce accredited local IP valuers.

“With more accredited IP valuers and stronger support for the ecosystem, valuation costs will gradually decline, reducing SMEs’ reliance on government funding,” he said.

The initiative supports the 13th Malaysia Plan (13MP) and MyIPO NEXTGEN Strategic Transformation Plan (2025-2030), while helping ensure local research and development (R&D) outcomes are successfully commercialised.

The two-day IP CONFEX 2026, which began yesterday, brought together more than 500 participants and saw the exchange of Memoranda of Understanding (MoUs) between MyIPO and various local and international agencies. — Bernama
