KUALA LUMPUR, Oct 8 — Dapat Vista (M) Sdn Bhd, the operator of the eJamin court bail payment system, has acknowledged the findings and recommendations of the Public Accounts Committee and supports the urgent completion of a formal agreement with the government.
The company, a subsidiary of Pertama Digital Berhad, said the agreement would strengthen accountability and enhance safeguards for bail funds while maintaining continuity of service for the courts and the public.
Dapat Vista and Pertama Digital Berhad made the remarks in a joint statement issued today.
“Public confidence matters to us, and we continue to take our responsibility to bailors seriously,” the companies said.
“eJamin continues to operate, with refunds and forfeitures processed in accordance with applicable court orders.”
The companies said they remain committed to working closely with the relevant authorities to complete the formal agreement, which will set out clear responsibilities and safeguards for bail funds.
They added that they have cooperated throughout engagements with authorities and will continue to provide records, information and clarification required to address matters raised by the PAC.
The eJamin service was launched in January 2020 by the then Chief Justice to simplify court bail payments.
It enables bailors to make payments online, reducing the need to travel between courts and banks.
Engagements on eJamin began in 2019 and continued through 2024 and 2025, with an interim special exemption granted in November 2024 and extended in May 2025.
Dapat Vista said the formal agreement is at the final government approval stage, with the current Ministry of Finance special exemption extending until December 31, 2026, or until the agreement is concluded and executed, whichever is earlier.
The company said eJamin operates as a public-private partnership model without development, operating or maintenance fees paid by the government or the public.
Under the existing funding model, bail funds not required for daily refunds are placed in current account deposit and investment arrangements through approved financial institutions, including Islamic instruments.
Only the interest income generated from these investments is made available to Dapat Vista to fund the operation of the eJamin system, with the current operating cost averaging RM450,000 per month.
Dapat Vista said the RM557,258 difference noted by the PAC relates to the reconciliation of balances as at December 31, 2024, and arose from funds in transit — transactions recorded in the eJamin system that had not yet cleared or appeared in the corresponding bank statements at the cut-off date.
The company said it has documented and reported its explanation to the Office of the Chief Registrar of the Federal Court, the Prime Minister’s Department and the Accountant General’s Department, and has provided the supporting records required to complete and verify the reconciliation.
