How Malaysia Vision Valley 2.0 evolved from 11MP plans to a hub for high-tech industries

KUALA LUMPUR, April 3 — Malaysia Vision Valley (MVV) was first introduced in 2015 as part of the government’s broader strategy to expand development beyond the Klang Valley and drive regional economic growth.

The project was unveiled under the 11th Malaysia Plan (11MP) by former prime minister Datuk Seri Najib Razak, who described it as a major integrated development aimed at complementing existing growth in Kuala Lumpur and Putrajaya.

In his MP11 speech in the Dewan Rakyat, Najib said the project would span approximately 108,000 hectares and be developed through multiple strategic clusters, positioning it as one of the country’s largest planned economic zones. 

He said the initiative was intended to complement development in the Klang Valley, particularly in Kuala Lumpur and Putrajaya, by extending growth southwards into Negeri Sembilan.

The introduction of MVV also built on the government’s earlier success with regional economic corridors.

Between 2011 and 2014, five corridors — Iskandar Malaysia, the Sabah Development Corridor, the East Coast Economic Region, the Northern Corridor Economic Region and the Sarawak Renewable Energy Corridor — collectively secured RM307 billion in committed investments.

The government also set a target of RM236 billion in investments and the creation of 470,000 additional jobs across the five corridors under MP11.

Within this broader framework, MVV was positioned as the next phase of corridor-based development, aimed at unlocking new economic potential in Negeri Sembilan while easing development pressures in the Klang Valley.

Transition to MVV 2.0

In December 2018, the project was later rebranded as Malaysia Vision Valley 2.0 (MVV 2.0), though its origins remain rooted in the national planning framework first outlined in 2015.

Negeri Sembilan Menteri Besar Datuk Seri Aminuddin Harun said the updated plan would inject fresh momentum into efforts to position the state as a hub for high-technology industries.

He said MVV 2.0 would be largely driven by the private sector, with the government acting as a facilitator, and is expected to generate up to 600,000 jobs by 2045.

The development, spanning 153,411 hectares across the Seremban and Port Dickson districts, is projected to attract RM294 billion in investments over a 30-year period.

The project is led by Sime Darby Property through its unit MVV Holdings Sdn Bhd, which has been appointed master developer to drive key components of the initiative.

MVV 2.0 will focus on four main economic drivers:

  • High-technology industries
  • Services and tourism
  • Education and skills-based research
  • Specialised services linked to logistics, aviation, and maritime activities

Its first phase of development will take place in Labu, covering about 1,214 hectares, with a focus on high-technology industries.

Aminuddin added that the state government is also reviewing and refining the MVV 2.0 Comprehensive Development Plan to strengthen key project clusters and attract higher-value investments.
