KUALA LUMPUR, Aug 13 — Former Auditor-General Tan Sri Madinah Mohamad reportedly said she was disappointed she was not called to testify before the Royal Commission of Inquiry (RCI) into Lembaga Tabung Haji (TH), despite turning up at the designated venue and being ready to give evidence.
Berita Harian reported Madinah, who served as auditor-general from 2017 to 2019, as saying she was at the Department of Islamic Development Malaysia (Jakim) office on the appointed day and waited more than 30 minutes without being called.
“My right to be heard was denied when I was not called to testify in the proceedings, even though I had already turned up and waited there,” she was quoted as saying.
Madinah said she believed her right to be heard had been denied despite her attendance at the proceedings.
The 211-page RCI report said there had been a lack of firmness on the part of the auditor-general, noting that TH’s financial statements from 2014 to 2017 had received unqualified audit opinions, although the 2017 report included two Emphasis of Matter (EOM) paragraphs highlighting issues requiring attention.
Madinah defended her handling of the 2017 accounts, saying the EOMs were used to draw attention to material matters identified during the audit.
The RCI, however, found the issues warranted a qualified opinion, which would have formally signalled material problems with parts of the accounts.
Madinah said her decision was based on audit evidence and international auditing standards, arguing that a qualified opinion should not be issued unless the required criteria were met.
