
KUALA LUMPUR, Aug 11 — A full report on the implementation of the 25 recommendations of the Royal Commission of Inquiry (RCI) on Lembaga Tabung Haji (TH), along with a report on efforts to recover its losses, should be made public to restore depositors’ confidence, Datuk Seri Dr Zaliha Mustafa said.
The Government Backbenchers Club (BBC) chairman and Sekijang MP said disclosure was important given TH’s role as a key institution for Malaysian Muslims, particularly in managing savings for the haj pilgrimage.
“I welcome the progress in implementing the RCI recommendations, but I believe the August House should be given a fuller picture of which recommendations have been completed and which remain in progress, including a timeline for those yet to be implemented.
“I therefore propose that the implementation status be presented. A report on the recovery of losses should also be made public, so people know what has been done, what is being done and what will be done to address these issues.”
She said this during the debate following a ministerial briefing on the RCI report at today’s special Dewan Rakyat sitting.
Zaliha focused her debate on three areas, namely TH’s financial position and profit distributions, its investments, and governance accountability.
She highlighted the RCI’s finding that political pressure ahead of a general election was a key factor behind TH’s financial crisis.
“Some often speak about Muslim unity. I have no issue with that call, but what is the point of unity if the trust placed by Muslims is mismanaged and we defend those involved in problematic decisions?
“We need to examine the role of TH’s leadership at the time, including its former chairman, Datuk Seri Abdul Azeez Abdul Rahim.
“Apart from chairing the board, he also held positions in several TH subsidiaries and related companies. I understand that although he was a non-executive chairman, he was heavily involved in negotiations over several investments,” she said.
Zaliha also called on the government to clarify the extent of that involvement and to confirm an allegation that cash held in accounts linked to the former chairman had at one point reached RM170 million.
The government announced the establishment of the RCI in 2021 and appointed its members on January 20, 2022. Its report was subsequently presented to the Yang di-Pertuan Agong on August 30, 2022.
The 211-page RCI report was only recently made public. It detailed findings on management and operational weaknesses at TH between 2014 and 2020 and set out 25 recommendations for improvement.
As of July 30 this year, TH had implemented 75 per cent of the recommendations. — Bernama
