KUALA LUMPUR, Aug 10 — A Special Meeting of the Dewan Rakyat to discuss and deliberate on the Royal Commission of Inquiry (RCI) Report regarding the Lembaga Tabung Haji (TH) will be held tomorrow.
Based on the schedule of the Special Meeting of the Fifth Session of the 15th Parliament on the Parliament portal, the Dewan Rakyat will convene for one day starting at 10am, and the session will be broadcast live on the Malaysian Parliament’s YouTube platform and official media channels.
The special meeting is scheduled to begin with an explanation session by the Minister in the Prime Minister’s Department (Religious Affairs) Dr. Zulkifli Hasan, who will present an explanation regarding the RCI Report, followed by a question and debate session by Members of Parliament (MPs).
The debate session is then expected to be wrapped up by Zulkifli and the Second Finance Minister Datuk Seri Amir Hamzah Azizan.
Last Wednesday, Communications Minister Datuk Seri Fahmi Fadzil said that Dewan Rakyat Speaker Tan Sri Johari Abdul agreed that the special parliamentary session tomorrow would be held without breaks to provide sufficient time for MPs to discuss the TH RCI Report.
Fahmi said that at least 35 to 40 MPs have expressed their willingness to participate in the debate.
The 211-page RCI report on TH published on July 29 revealed various findings regarding the management and operational weaknesses of the institution during the period from 2014 to 2020.
Among the main findings of the RCI were governance weaknesses, including political interference in management and profit distribution without considering the impact of depreciation and the decline in the fair value of investments.
According to the report, TH should have recorded a net loss of RM1.4 billion in 2017, instead of a profit of RM3.4 billion as reported, if the Malaysian Financial Reporting Standards (MFRS) were fully applied.
The findings indicate that TH’s financial position at that time was at a critical level, with a deficit gap between assets and liabilities existing since 2014, as well as several issues related to investment depreciation.
The report also identified several factors contributing to TH’s financial crisis, including high grant payments, creative accounting practices, the indecisiveness of the Auditor-General, the expansion of TH’s vision as a pillar of the ummah’s economy, and the increased burden of the Hajj Financial Assistance (HAFIS).
The RCI report also found the existence of suspicious transactions and information concealment, and therefore recommended that a forensic audit be conducted, in addition to urging the authorities to take firm and immediate action on every police report and complaint regarding the management and operation issues of the institution during the period from 2014 to 2020.
On Saturday, the His Majesty Sultan Ibrahim, King of Malaysia decreed that the investigation into the RCI Report on TH should be carried out exhaustively..
His Majesty said that this step is important to ensure that every responsible party is subjected to appropriate action, in addition to ensuring that the same issue does not recur in the future. — Bernama
